As of March 31, 2006, Ibaraki has 32 cities (-shi; 市), 10 towns (-machi; 町), and 2 villages (-mura; 村).

Cities

The major cities are Mito (capital), Hitachi, Tsuchiura, and Tsukuba. *Asterisked sites are in English.

Towns and Villages

Towns (-machi; 町) and villages (-mura; 村) are grouped into non-administrative counties (-gun; 郡). *Asterisked sites are in English.

Municipal Mergers

On March 31, 2001, Ibaraki had 20 cities (-shi; 市), 48 towns (-machi; 町), and 17 villages (-mura; 村). By March 31, 2006, this changed to 32 cities, 10 towns, and 2 villages. Heisei Municipal Mergers between April 1, 1999 and March 31, 2006 are as follows:
