On Dec. 31, 2000, Niigata had 20 cities (-shi; 市), 57 towns (-machi; 町), and 35 villages (-mura; 村). By March 31, 2006, this changed to 20 cities, 9 towns, and 6 villages. Heisei Municipal Mergers between April 1, 1999 and March 31, 2006 are as follows:
