On June 30, 2000, Kumamoto had 11 cities (-shi; 市), 62 towns (-machi; 町), and 21 villages (-mura; 村). By March 31, 2006, this changed to 14 cities, 26 towns, and 8 villages. Heisei Municipal Mergers between April 1, 1999 and March 31, 2006 are as follows:
