As of March 31, 2006, Hokkaido has 35 cities (-shi; 市), 130 towns (-machi; 町), and 15 villages (-mura; 村). It also has 14 districts or "subprefectures" called shicho (支庁) which have branch offices of the prefectural capital. Hokkaido is the prefecture with the most number of municipalities by far.

Cities

Towns and Villages

Towns (-cho; 町) and villages (-mura; 村) are grouped into non-administrative counties (-gun; 郡). Hokkaido also has 14 districts or "subprefectures" called shicho (支庁) which have branch offices of the prefectural capital. The towns and villages below are organized according to the subprefecture. Cities also belong to these subprefectures, but they are listed separately above. *Asterisked sites are in English.

Abashiri Subprefecture (網走支庁)

Covers the eastern coast and includes the Shiretoko Peninsula and the cities of Abashiri, Kitami, and Monbetsu. Official site

Hidaka Subprefecture (日高支庁)

Covers the southwestern coast southern tip and includes Urakawa town. Official site

Hiyama Subprefecture (檜山支庁)

Comprises two separate areas on the Oshima Peninsula in the southwestern coast facing the Sea of Japan. Includes Esashi-cho and Okushiri-cho. Official site

Iburi Subprefecture (胆振支庁)

On the southern coast south of Sapporo. Includes Muroran and Noboribetsu. Official site

Ishikari Subprefecture (石狩支庁)

Covers the Ishikari Plain anchored by capital city Sapporo. Includes Chitose, Ebetsu, and Ishikari cities. Official site

Kamikawa Subprefecture (上川支庁)

In the heartland and center of Hokkaido which includes Asahikawa and Furano which boast Hokkaido's best ski grounds. Official site

Kushiro Subprefecture (釧路支庁)

Southern coast in the east, anchored by Kushiro city. Official site

Nemuro Subprefecture (根室支庁)

Eastern Hokkaido facing the Northern Territories. Includes Nemuro and the Russian-occupied Northern Territories. Official site

Oshima Subprefecture (渡島支庁)

The southern and western coasts of Oshima Peninsula. Includes Hakodate. Official site

Rumoi Subprefecture (留萌支庁)

The northeastern coast near the northern tip of Hokkaido. Rumoi city is included. Official site

Shiribeshi Subprefecture (後志支庁)

West Hokkaido's northern coast which includes Otaru. Official site

Sorachi Subprefecture (空知支庁)

Interior area of western Hokkaido, where Yubari and Iwamizawa are located. Official site

Soya Subprefecture (宗谷支庁)

Northern tip of Hokkaido, including Wakkanai and Rebun and Rishiri islands. Official site

Tokachi Subprefecture (十勝支庁)

Large area on the southeastern coast which includes Obihiro. Official site

Municipal Mergers

On Nov. 30, 2004, Hokkaido had 34 cities (-shi; 市), 154 towns (-cho; 町), and 24 villages (-mura; 村). By March 31, 2006, this changed to 35 cities, 130 towns, and 15 villages. Heisei Municipal Mergers between April 1, 1999 and March 31, 2006 are as follows:
