Emergency Refuge Area

指定避難所 - What might look like another sightseeing map is actually a guide to the nearest emergency refuge area. It is usually a large park, and it is mainly for major earthquakes. The kanji characters at the top read "shitei hi'nan-jo" or designated evacuation area. The name of the park (Nishi Kōen) is further to the right.
